That's incorrect, this site couldn't exist if that was the case. These radio shows are in the public domain, and therefore, can be used freely by anyone without a license. Everything created before 1923 is in the public domain, but there are also many things that were created after that date that are also in the public domain. Either their copyright expired or they were never properly copyrighted in the first place.
